How We Work with Primes & Owners

Structured for procurement. Built for delivery.

We are structured to work as a prime contractor, sub-contractor, or direct vendor — with the documentation, licensing, and capacity to support LA28-scale programs.

01

Prime or direct engagement

We work directly with venue owners and operators, or as a sub to prime contractors and integrators. Scope is clearly defined upfront — Willikins handles program delivery and architecture; Lulu IT & Security Inc. (C-7 #1104569) handles licensed low-voltage field execution.

02

Modular, risk-reducing scope packages

We offer modular delivery — venue low-voltage readiness, physical security expansion, or temporary ops support — so primes and owners can scope what they need without committing to an all-or-nothing engagement.

03

Procurement-grade documentation

Capability statement, C-7 licensing, insurance, W-9, and onboarding documentation available on request. Both entities registered in SupplierOne and RAMP for LA28/Olympics procurement.

04

Surge capacity and clean handoff

10+ crews (2–4 techs each) with surge capacity through our partner network. Every project closes with as-builts, labeling maps, test results, and an operational handoff so your facilities and security teams can run the system confidently.

Entity clarity

Willikins Enterprises: Customer-facing program delivery, architecture, and vendor coordination. Does not hold a C-7 license.   Lulu IT & Security Inc.: White-label California C-7 Low Voltage Contractor (License #1104569, valid through May 2027). Performs regulated low-voltage work as prime or sub. Both entities registered in SupplierOne and RAMP.
